Jesse ran the 1st floor. His official title was "Floor Supervisor," a position acquired unusually fast. Recovered staff communication details his warm appearance and charm, making him exceptionally well-suited to the 1st floor's charades; however, those who crossed him were rarely seen on the surface floor for long.

Internal notes repeatedly credit his rapid promotion to his ability to "steal souls." With current intel, we can't yet be sure whether this was just a figure of speech or meant something darker.

After The Raid, D.A.R.K. retrieved particularly incriminating evidence against Jesse in the form of a staff instruction tape. On it, Jesse can be seen instructing new hires on the indoctrination of children. The entire subject is horrifying, but Jesse's near-gleeful step-by-step instructions are especially disturbing, riddled with clear psychopathic tendencies.
